You said you move the Genie from the basement to another room. Did you have an existing cable in that other room? can you verify the cable goes directly to the SWM splitter without anything else being inline?
Can you put the Genie back in its original place and see if the problem continues?
Even if the Genie are connected by coax, if they are connected to the internet, they are using your router and sometimes some routers can cause these sort of issues
